Motivation

The estimated annual energy consumption in municipal buildings at Sant Boi is: 5,800 MWh of electricity and 4,600 MWh of natural gas. These values mean an annual energy cost of more than 1.65 million euros.

The Energy Efficiency Master Plan for Municipal Building aims to implement energy saving, efficiency and sufficiency policy in the town of Sant Boi del Llobregat.

The specific objectives of the technical assistance focused on enabling the council to reduce energy costs. This will free more resources to invest in municipal services. The plan is introduced dynamically, so the implementation of the actions planned and the resulting energy savings will generate new actions or modify actions planned.

Simultaneously to designing the plan, three other initiatives were also put into practice:

  • Comprehensive analysis of different public facilities. Establishment of an expert diagnosis including improvement proposals and implementation of management changes without investment. This includes analysis of a new biomass district heating.
  • Application of the Euronet 50/50 methodology at municipal sports facilities.
  • Domestic audits with electricity monitoring and advice to citizens.
  • Promoting social dialogue and spreading awareness about energy efficiency. This action was addressed at both municipal officials and the general public.

Results

The Plan established three numerical targets to be achieved by by 2015:

  • Reducing energy consumption in municipal facilities by 10% compared to 2012. This represents energy savings of 1,500 MWh.
  • Reducing CO2 emissions at municipal facilities by 10% compared to 2012 levels, representing a saving of 475 tonnes of CO2.
  • Reducing energy consumption by 16%, which represents a saving of 260,000 euros.

The results achieved:

  • Four facilities: between 9-20% savings in the first month of implementing the measures.
  • Biomass district heating analysis
  • Euronet 50/50 applied at 12 sport facilities.
  • Domestic audits for citizens.
  • A guide energy saving in the home published.
